Not sure about CAA rules but in EASA land there are ongoing subleases with Flexjet and Netjets aircraft from USA in Europe at the moment. I guess it's a short term lease deal approved by the authority. Global X also operates an N-registered Airbus A320 for Wizz Air and later this month for TUI Netherlands. These kind of peak season deals are quite normal in the Airline world for decades.

Maybe the fractional structure of Netjets and Flexjet - where users of aircraft are part owners of those aircraft - qualify for other solutions (private ops for US citizens abroad?)
