Sounds like the issuers may need to implement their own medicals, after all they are making life or death assessments on pilot health, they must need to have a higher standard of heath to ensure they don't make any mistakes. I would start with eye and cognitive testing to make sure these errors don't happen again, hmm they need to pay for each test and provide written reports published to the pilot body that each individual involved in AvMed are medically fit to the highest possible standard, to be able to ensure not one mistake is made, all at great personal cost to each.
