You're right, I think it may be because of the available seat config proposed by Boeing.
I have an answer. Infants not consider as a passengers since they don’t occupy seat but they do count into the total when it come to 1 cabin crew for 50 passengers. So if Ryanair will put 200 passengers enough one infant and they will need to have 5 cabin crew and not 4. it’s unlikely to 3 infants in one flights.
So the answer to why Ryanair choose 197 and not 200 passengers is avoid adding additional cabin crew and keep the aircraft with 4 cabin crew as the NGs.
