That 21m passenger figure will cost millions and would be reached under the existing concessionaire yet their concession ends in 2032. I can’t help but think a secret deal has been done to renew the concession without putting it out to tender or that the council will be secretly funding it, as how would it make financial sense with only 4 years to run from a 2028 completion date.
