Every State of the USSR had the absolute right to withdraw at their discretion from the Union. It was quite a well drafted document. That it led to Stalin, Beria, and Putin is Russia's shame.

ARTICLE 17.To every Union Republic is reserved the right freely to secede from the U.S.S.R.
What Russia is doing now would have been a crime under the same constitution:
ARTICLE 18. The territory of a Union Republic may not be altered without its consent.
