The lights look to come from that white car which is parked facing to left of the frame. Its lights are off but the blast probably triggered its alarm which put the lights on. You can just make out twin beams of light as it spirals out of the blast.
Amazing!
You actually see the lights of the car swirling up the adjacent building!
