Yep. That's why the brains trust behind MOS139 needs to do some more work on making the distinction clearer. My discussion with the Council official suggested to me that he was relying heavily on what he called advice from CASA and I suspect that whoever provided that advice is confused themselves. Given the current definitions, I'd describe the part of the RWS that is external to the RWY as the part of the RWS that is external to the RWY.
