That’s incorrect…they use the Trans-Tasman agreement. This allows any Australian or New Zealand Operator to operate in each other’s country.
The ANZA agreement within the aviation act only applies to NZ and Aus operators .The CAA NZ part 129.3 rule is explicit .That doesn’t mean that a foreign AOC airline cannot seek an alleviation via exemption.
