The screens show detailed instructions on how to assemble an emergency suitcase, make a gauze bandage, and what to do in case of chemical and nuclear attacks. If anything, the videos are officially posted by the Ministry of Emergency Situations.

Seems to me memos to civilians to have an emergency bag packed, make bandages, and so on, were referenced earlier in the thread - the subtext being "YOU could be a
mobilznik on a one-way trip to Mariupol - at any time!"
