AAhh, no. It's not. Certainly not in NSW, where it's considered "inclosed lands" and you require authorisation to firstly be there, secondly to photograph on it. Now, most rail operators (CityRail/SydneyTrains/Whatever-they-call-themselves-this-week) have specific photography policies, you still don't have carte blanche the way you do walking down the footpath - but it isn't "public property" so much as it is "publicly
accessible" - you can still be locked out of the rail network and the trains that run on it - and that's a very important distinction.
