It is an EPIRB rather than a PLB so minimum transmission of 48 hrs.
As you say, there are better ways of getting coordinates. My personal suspicion is that it is
ad-hoc initiative from a local unit. Drop an old EPIRB close to a forward Ukrainian unit, hope that they realise that it isn't a weapon; pick it for further investigation and transport it somewhere that represents a more valuable target. . As the transmissions are unencrypted, any old drone with a 406 Mhz receiver (or even121.5 Mhz) would be enough to get a decent location. Given that the photos are taken somewhere indoors, it looks like it might have worked.
