Don’t know about an exemption but the Trident had a ships library drawer under P3 station with all the manuals in. 1971-1978. (ARB - CAA). Would be surprised if it wasn’t mandatory but then who am I to know the thinking of those in charge especially after the Staines inquiry where the Fleet training manager stated that he had special permission over the telephone to let us fly P2 only contradicting the licensing officer who stated that no such authorisation existed nor had authorisation ever been given purely on the phone.
