There's a heap of aussies with CJO's already that are waiting for class dates, coupled with backlogs in training and the numbers being about where the company wants them so things have slowed. While they get plenty of American applicants and can supplement any gaps with the Aussies already with CJO's there's really no reason to hire more.
Remember that E-3's are to fill gaps, if there are fewer or smaller gaps then those visas will slow too.
As with anything aviation, procrastinating when the sun shines might mean you get caught out in the rain.
