Stormshadow / SCALP-EG is an air launched only cruise-missile. It needs the carrying aircraft to launch at close to the missiles cruising speed. The missile does not have a ground or ship launch booster capability to accelerate it up to cruising speed before it's turbojet takes over. It's this missing booster which means it cannot be adapted for ground or truck launch.
The French MdCN uses SCALP derivative sub-systems but in a different monocoque configuration with a vertical launch capability from the Sylver launcher system which holds 16 missiles. So wholly not suitable for truck mounting - think 4x Patriot size quad launcher packages.
Exocet was already a ship launched missile with launch booster and single launch tube mounting.
