Sounds like a plan. A bad plan, as the pinch point is not only the X-ray machines but the body metal detectors. People will still be wearing belts, shoes and watches that have to be removed.
This is not some plan dreamt up in a closed room at the council.
The Technology is is use in US and has been tested at Amsterdam, Heathrow T3, O2 and other places.

aka, half the need for 18 lanes makes 12 generous for the future requirements.
