So how would a pensioner from say South London know that their bus pass would cover the Dart fare and that they only needed to buy a ticket to Parkway and not the airport? Also the gate lines at both ends of the Dart would need to be manned 24/7 to allow passage.
How many pensioners from South London are actually going to be using it? I dare say 90% of people (of what would probably be a low number against all other age groups) over the age of 70 would get to the airport by car or taxi and it's unlikely they'll get there by train.
