As far as I know Darwin Airport is shared with RAAF so I'd imagine you'd need to be an Australian citizen to work at that tower.
In the recruitment ad they mentioned

Not shared, DN ATC is a RAAF only affair. ARFF is provided by AsA though. Plenty of PRs make it into the company, I wouldn’t worry about not being a citizen.
