I find that really puzzling. Given one on-going - and here the discussion of a second - invasion, I find it completely legitimate to use "fear of invasion" "destabilisation of a neighbouring state " as reasons. If one wished to be ironic, the protection of "a large minority of Romanian citizens " could be employed. It would need an invitation from Moldova however, and their new government is of an unknown quantity ( to me, at least ).
I don’t think there’s any fear of invasion, precisely because Romania is in NATO. Right now the news centres on being blocked from Schengen entry and the US visa waiver programme. And the Tate brothers..,,,,
