Yes, that sounds more logical, Reddo, although I do think that the exams really should lapse after, say, a year.
If you pass exams, and pass the appropriate skills test at the same time, then you immediately put the knowledge into use, and it stays in your head. It sounds like the Oz system at least gives you the opportunity to do that, unlike our system.
