This right here shows you are clueless. No vaccine has EVER claimed to be 100 effective. That doesn't mean they haven't all but eradicated diseases, but only by reducing the incidence of the disease to the point those who WOULD have got it aren't exposed to it.
Viruses are and always have been harder to find solutions to as, being much simpler structures to bacteria, can mutate much faster. But no, we have not changed the definition of a vaccine, and the fact that you think we have shows you are getting information from the wrong places.
