The basics of “how to design, operate, and fly a tiltrotor” are well established. As you highlighted, I think the bigger risks are schedule and budget related, not technical.
Point taken regarding maturity of the technology, maybe it would better to say that the “new” thing here is a generational advancement of tilt rotor design.
