Yes, you can make unguided rockets relatively cheap, but the key point is that they are unguided. That's why flights such as the one shown are done in the middle of a big dry lakebed - you literally have no idea where it's going to come down. Less accurate than artillery, and while potentially longer range than artillery, accuracy gets even worse.
You need to make them guided before they would be an effective weapon (unless you're just trying to make it a terror weapon).
