Indeed. And there’s absolutely nothing stopping crews from extending the flaps and doing an inspection prior to each flight. Nothing, that is, apart from commercial imperatives.
And several new safety risks that previously don't exist. With the flaps down you now have the risk of ground crew crashing vehicles into them, or people banging heads etc on the flaps. Then you have the damage this causes plus having to do repairs at outports. Then you have to consider the wear and tear and ground time on the aircraft. You will also have to change procedures and checklists etc etc. So it's not just a matter of taxiing in with the flaps down.

One wonders what the ATSB will do if everyone else stares into the middle distance.
Absolutely nothing. Noone in the Australian government will dare stick their neck out on something like this.
