Surely the root of the problem is that airports are no longer state or local authority owned and operated, but are now profit centres for multinational businesses, controlled by accountants and answerable to shareholders. The merits of public or private ownership can be argued, but the consequences of private owners, on the debit side are that they are likely to take a view on how and where to cut costs / increase profits to satisfy shareholders. On the credit side they may be more prepared to "speculate to accumulate" or invest for the future.
Yes, 100% agree. They're all short term shareholder focussed, which in this particular sector of owning major (public) infrastructure isn't the best model.
