You must be able to make a safe landing in the event of an engine failure, as distinct from the position in the UK in which you must be able to glide clear of the congested area, if I understand it correctly.

Actually, Dublin is not that big of a place. Generally a transit will be cleared over the river Liffey in my experience. From the west there is plenty of green space until city centre. Pheoonix park would cover you for a bit further, and then after that you are looking at a ditching in the bay. There is probably a minute or two when a ditching in the river is the only option.
