It'll inevitably be the local Council Tax payers. They absolutely adore subsidising 'Project Gatwick'. The townsfolk of Luton know that the benefits of the airport long term, will mean that their wheelie bin collections go from yearly, to 6 monthly. They fully understand that the town hall support of local groups, libraries and social facilities has to be reduced to become a second Heathrow.
