Not quite true. According to the news article you've linked to, you will need a Visa
if you don't have a machine-readable passport. My passport is machine-readable, so I'm still entitled to enter under the Visa Waiver program. The problem is nothing to do with tighter rules, it's to do with the US's understandable desire to use technology effectively, and the UK's inability to stay ahead of the game in issueing this technology to its citizens.
