You can see in the pic that all they've done is build up the old surface an inch or so. A bit like the parking really - if you're not on the concrete it's loose stones for you.
Perhaps landing there after visiting Tyabb was not the best plan: Tooradin charge $10 (or thereabouts) for nothing to speak of, whereas Tyabb insist on giving you $5 back if you hand them a ten!

As I stated above, the runway was resurfaced about 10 metres wide, but probably less, point being that if that’s not wide enough, work on your rudder skills. If stones are an issue, you can park on the grass.
