One definition of 'cope' is
- (of a machine or system) have the capacity to deal successfully with.
"the roads are barely adequate to cope with the present traffic"
So it might be interpreted as meaning a way the Russians had of dealing with something has failed (dropped)........ Of course I'm probably wrong.
