To be precise, he didn't threaten nuclear weapons explicitly; just strongly hinted at them. I think that level of restraint is significant. He said something very similar back in February as a warning to any country that tried to 'interfere' with his 'SMO'. Those threats were never acted on. He is still leaving himself some room.
