When I worked on an oil exploration project in the Komi Republic in the early 90s, all the Russian maps had fake coordinates based on a local datum and there was no way to accurately determine the absolute location of the oil wells. Prior to the break up of the Soviet Union, the KGB looked after all the maps, which were locked up in their safes at night.

We contracted a Canadian survey company to provide GPS coordinates, using post-survey processing of the observations, because this was when Selective Availability was still used to dither civilian GPS signals.

When flying to Moscow in the Russian oil company's VIP Yak-40, one of our party showed the pilots a NatGeo map of Russia. They were fascinated. They had never seen anything like it! I think they didn't have any maps and just navigated from beacon to beacon or were given radar vectors.
