A difficult question that I believe no one has a correct answer at the moment. What were they expecting or preparing for? I.e. Did they expect the bridges being cut off or not? Were they preparing for an assault towards Odessa or just fortifying where they were? Were they counting on air superiority that has not happened. What is the mix of those 25k troops? Were they counting on troops living out of the occupied territory?
Too many variables, but I believe based on information available that whatever they had will be on short supply.
