Dogs are sensitive to their surroundings physically and the emotional state of the people around the dog. If the carer of the dog had been a casualty, the dog will be traumatised if they were bonded to that person. Constant noise and concussion is going to harm any dog, even a cat is going to be annoyed.
That dog was in shock without apparent injury, in need of a caring person.
Putin doesn't need to apply for that job. No self respecting dog would lie done near Putin.
