The FL 225 was part of the (now obsolete)
AIR DUAL BLEED FAULT procedure for aircraft fitted with APIC APU (see illustration). The ENG 1+2 BLEED FAULT and BLEED 1+2 FAULT procedures replaced the
AIR DUAL BLEED FAULT procedure in Q1 2013 following improvements in dual bleed loss and FWC logic. As you noticed, these new procedures do not include the FL 225 limitation to recover the bleed supply with the APIC APU. I'm not sure why. Perhaps was it an oversight, or was there a reason that was not disclosed? It's intriguing.
