Yes, the Council is the only lender to LRT and the future DartCo. A separate company will have separate accounts so painting a better picture for LRT. Also it will make the process of off loading the company easier later on, as it will have a separate and independent management team from the start of the new company.
Also never believe what the Council and LRT claim. They are the masters of half truths and deception.
