Don't you mean the Israelis? The US blew up a lot of stuff in Iraq, but a nuclear plant wasn't one of them.
And was it an operating reactor or a reactor in construction or initial fuel loading. There's a big difference between an operating plant and one that has never gone critical. As to Soviet reactors, containment is not to international standards per Chernobyl.
