ABF did this a few years back, got everyone together in Brisbane for an industry briefing.
There were several operators and every broker you could point a stick at, during the brief it became apparent that only actual AOC holders could submit the tender. ABF were having none of the ++ mark ups for no added benefit of "broker world".
The collective groan from those without an AOC, was interesting. End result was Skytraders got it again and added the third A319. Given the southern highlands connections I don't see things changing this time round again.
