The British Library *should* receive a copy for free from the publisher. Publishers sometimes regard doing so as non-commercial and giving away money for free, don't understand why they should do this or just don't think the law applies in their case. Equally the British Library doesn't have the resources to chase every single publisher and potentially prosecute for not sending a copy. The result is that the British Library, along with deposit libraries in Oxford, Cambridge, Edinburgh, Aberystwyth and Dublin all have significant gaps in their collection of old issues of the OAG timetables
