Cancel part 43 now
There simply are no benefits here with the proposed part 43, other than increased costs and an overly complex regulation that will not contribute at all to aviation safety or sustainability. Stop part 43 now, you CASA have wasted far too much time, spent too much money, you partially consult but you never listen. Turn 43 off, fix the part 66 license and actually achieve something on time for once.
