Stands next to the multistory car park would always go in first, as it was the natural area for an additional apron and they say it doesn't need planning consent. We are talking about the Council owned airport here so it will be classed as permitted development to avoid scrutiny and objections and is claimed to be part of the original planning application for 18m, even though that application didn't show stands here. No new pier though, which would need planning permission.
One could argue that these stands should have been part of the Public Inquiry for 19m yet they are not. Just like the £120m dual carriageway for Terminal 2 that is not part of the DCO application. The clever Council put in a "phoney" application to itself, that it approved. That application breached the Local Plan and included an access road to a business park, that is financially unviable and just happens to sit on the same land that T2 does.
