It is possible (indeed likely) that a range of options and designs were looked at in this period for the CVF which included conventional take off and landing (CTOL) variants, and also versions which could operate the F18 too.
I remember seeing Royal Navy papers in the 90s (or early 200s) relating to CVF which showed hangar deck plans with 'boxes' for FA-18E and E-2, so a CTOL option was certainly considered.
