Commercial is required to become an instructor. Once someone gets an ATP they no longer count in the Commercial stats, but remain instructors.
Concievably there are also Sport Instructors in that figure - no Commercial required.
(This is probably the oldest thread I've ever responded to. Trying to find the percentage of non-military pilots in the US. Guessing that the vast majority of non-military pilots are in Europe and the English speaking nations.)
