I don't think that is true, extensive artillery is the norm for dealing with fortified and build up areas. However, the numbers to date suggest real effort to avoid civilian casualties.
Ukraine estimates about 30,000 Russian troops killed to date, their losses are probably the same, plus add the same number or more of wounded, so easily over 100,000 dead and wounded soldiers to date.
The civilian deaths from this conflict to date are around 5000, according to the UN High Commission on Human Rights. (
