that is precisely why the US idea of going
straight over the top of LAX, SFO etc works. Yes you need clearance if <10,000, but you can do it and safely as everything is either well above you and descending, or well
below you and taking off or landing. Of course, you can go above 10,000 and do it without clearance, too, IIRC...
