Yes. When there’s traffic the TCAS can’t see. It’s happened before.
Oh dear, I truly hope you’re not serious.
If it can’t see the other traffic, it will not issue an RA.
It RELIES on all aircraft following the coordinated advice it’s giving.
Follow the RA and then sort yourself out.
