The closest regional Transport Canada office to your location can help with license conversions. The MPL is relatively new in Canada (2014 I think), and looking at the
regs, there are no credits given to MPL holders for the knowledge requirements for a CPL or ATPL. To me, that sounds like you won't be able to do a straight conversion, but that's why you should go straight to Transport.
