It is normal. Often the respective training department knows exactly what a particular NAA wants paper work wise and/or their TRE/TRIs are licenced by them. Hence it's easier and simpler to deal with one NAA versus a raft of them.
Are both EASA? I think they are. If so, you can only hold "one" of them at a time. When you no longer need the Swedish one, you can change it back to a Norwegian one.
