To me this looks like database coding determines which minima is used:

1. If the coding is FD32 > MD32 then MDA is 1330 ft
2. If the coding is FD32 > 38VOR > MD32 then MDA is 780 ft
3. If the coding is FD32 > 28VOR > MD32 then MDA is 650 ft
