Not surprising , but as far as I understand it does not directly affect ATC , just administration and management, internal communications .
Possibly, but possibly not. If you aren't recorded as an employee, you can't sign into the system.
More crucially, if all the administration and management records are gone, no one's getting paid, and very few people will work for free.
