Putin is using the excuse both of "Nazis" and " offensive weapons" in Ukraine currently, so he could have side-stepped any agreement on nukes with those excuses. That apart, there was no real sign that Europe was dramatically increasing its military spend. Prior to current events, there was no way the new German government would have revised Merkel's target of 1.5% by 2024.
